What is the HCTC? 

The Harrow Council Tax Campaign (HCTC) was started in September 2002 by a group of tax-paying Harrow residents who had simply had enough of ever increasing bills at the same time as council services appeared to be deteriorating.

HCTC is not party-political - it has no links with any political party. Indeed its active members and supporters are well represented by Labour, Liberal Democrat and Conservative voters.

With the rallying cry of “Enough is Enough!” it collected 25,000 signatures across the Borough to protest at the seemingly limitless rises in council tax being imposed by the Council. The strength of feeling engendered by the Campaign was a wake up call and in April 2003 the rise, including the GLA Precept, was less than 5%. Subsequent years have seen even lower increases; that for 2005 was 0.72%.
